Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are fought: positive announcements are released from multiple capitals. Considerable effort is expended on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from across the border, a capacity provided through timely intelligence. From observation points, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: several firings fired to intercept a incoming threat. This was a modern interception technology at work, probably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into sober acceptance: maybe the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Ongoing Risks
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the early updates: several casualties, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its favour.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
